一 |     KINSHASA, Congo -- A boat capsized in Congo’s northwest killing at least 27 people, and more than 70 others were missing, a senior government official said Saturday as rescuers searched frantically for survivors.The locally made boat capsized late Friday in the city of Mbandaka in Equateur Province as it transported more than 100 passengers along the Congo River to the town of Bolomba, according to Taylor Nganzi, deputy provincial governor.“Already 27 bodies of victims have been removed from the waters (and) transported to the morgue of the general hospital in Mbandaka,” said Nganzi, adding that an investigation to find out the cause of the accident had begun.The New Civil Society of Congo, a local civil society group, said 49 people died in the accident, which it said occurred after an engine failure. “Everything started to sink,” Jean-Pierre Wangela, president of the group, told reporters.The contradictory death tolls, which is common in such incidents in Congo, could not immediately be reconciled.Volunteers joined rescuers in the search for survivors and for bodies, while families mourned loved ones who were among the victims.“We are supervising the search for bodies with the river services and accompanied by the victims’ families,” said Nganzi.Boat accidents are common on the Congo River and on the nation’s lakes because of the prevalent use of makeshift boats that are often overloaded. The majority of the population in the country's northwest use the rivers to travel because of a lack of good roads and because it is a less expensive.The Congolese government had banned night travel throughout the country to avoid accidents, although many defy the directive.。    据国家广播电视总局官网消息，国家广播电视总局日前组织审查了《有线电视业务技术要求》《IPTV业务技术要求》《互联网电视业务技术要求》等三项标准文件，批准为中华人民共和国广播电视和网络视听推荐性行业标准，予以发布。         　　在《互联网电视业务技术要求》文件中，提到“互联网电视应用启动时间宜小于 3s，应不大于 5 s”。互联网电视应用的启动广告时间应包含在互联网电视应用启动时间内。         　　文件还提到，交互主页应设置显著、便捷的免费业务专区入口，从交互主页默认焦点至免费业务专区入口的操作次数不宜超过 3 次。         　　而在音视频技术要求部分提到，互联网电视节目的标称格式命名应与实际传输视频参数保持一致，具体技术指标要求如下。         　　高清音视频：          　　高清视频分辨率应为 1920 像素 ×1080 像素，宽高比应为 16:9，帧率应不低于 24fps。         　　音频应支持立体声或 5.1 环绕声，采样率应不低于 44.1kHz。         　　4K 超高清音视频：          　　4K 超高清视频的分辨率应为 3840 像素 ×2160 像素，宽高比应为 16:9，帧率应不低于50fps，量化精度应为 10bit，应采用 GB / T 41809—2022 色域、GB / T 41808—2022 高动态范围（HDR），可支持 GY / T 358—2022 规定的 HDR 视频显示适配。         　　音频应支持立体声或 5.1 环绕声，采样率应不低于 44.1kHz；可支持三维声，三维声解码应符合 GY / T 363—2023 的规定。         　　据新华社报道，国家广播电视总局关于发布《有线电视业务技术要求》等三项广播电视和网络视听行业标准的通知，要求有线电视终端应提供“开机进入全屏直播”和“开机进入突出直播频道的交互主页”两种“开机模式”选项，系统默认设置应为“开机进入全屏直播”。         　　根据相关通知，有线电视智能机顶盒开机过程所需时间应不大于35s。

二 | 有线电视运营机构在提供直播频道和时移电视、频道回看、视频点播等有线电视业务时，应确保界面简洁友好、操作方便快捷、节目优质传输。         　　相关通知对互联网电视终端接入可正常使用带宽不低于100Mbps的情况下，节目播放响应时间作出规定。要求点播节目从点击节目播放至出现第一帧的响应时间宜小于2s，应不大于3.5s；节目暂停/播放、快进、快退等操作响应时间宜小于2s，应不大于3.5s；退出节目播放返回播放前页面的响应时间应小于1s。                   责任编辑：刘茜。
